ACS Steering Committee (pre-devolution)

The hallmark of ACS was the involvement of all the key stakeholders during different stages of the document's formulation process. A multi-stakeholder Steering Committee was notified by Deputy Commissioner with the following composition and mandate as per its notification:

111111A District Conservation Strategy for the Abbottabad District is being prepared through the technical assistance of IUCN - The World Conservation Union, within the framework of the Sarhad Conservation Strategy (SPCS) under the overall supervision of the office of the Deputy Commissioner Abbottabad District.

111111The Strategy formulation and subsequent implementation shall be guided and facilitated by the Abbottabad District Conservation Roundtable formulated vide notification No. 3034 dated 21.3.2000

In order to provide day-to-day guidance and to facilitate the work of the IUCN-ACS Unit Abbottabad, a Steering Committee is hereby reconstituted with membership as mentioned in Annexure I.

Terms of Reference (TORs) of the Steering Committee Shall be as under: 

 a. To facilitate the work related to the formulation of the Abbottabbad Conservation Strategy and  

 b. To guide and monitor the progress of the IUCN-ACS Support Unit.

 

 

ACS Special Committee (post-devolution)

The implementation of Devolution Plan and the new structures available in the form of District Government, Zilla Council and TMA necessitated to closely interact with these entities. The ownership of ACS and its approval by Zilla Council warranted association of key elected representatives and district government functionaries with the ACS process. Recognizing this importance the district government notified a Special Committee for the ACS with Zilla Naib Nazim as its chair and Finance and Planning Department as the secretariat. The composition of the Special Committee and its mandate as per its notification is as under:

Whereas, within the framework of the Sarhad Provincial Conservation Strategy (SPCS) duly approved by GoNWFP as sustainable development agenda of the province, the Abbottabad Conservation Strategy (ACS) is being prepared to harness and improve the development planning and implementation processes and procedures for integrated sustainable development while ensuring optimum and judicious use of natural resources of the district; and

Whereas the ACS formulation, approval and subsequent implementation requires active participation of various institutions operating at the district level under Local Government Ordinance 2001; the Zilla Council being the supreme body.

It is therefore pleasure of the District Government Abbottabad to constitute a Special Committee for Abbottbad Conservation Strategy (ACS) with the following composition:

The Terms of Reference of the Steering Committee shall be as under:

a.   To facilitate approval process of the Abbottabad Conservation Strategy (ACS) as the Sustainable Development Vision of the district;

b.   To interact with the relevant house committees of the Zilla Council, Abbottabad to infuse the ACS concerns into the sectoral development programmes of the district government;

c.   To facilitate necessary changes in the development planning and implementation processes delegated to the district governments in view of ACS integration in the Project Cycle Management;

d.   To periodically monitor the progress of ACS implementation and to rectify impediments, if any, in its smooth implementation;

e.   To periodically review and update the policies and recommendations of the ACS; and

f.    To do any other task(s) as deemed necessary to effectively implement the ACS.

The Special Committee shall meet as and when convened by the Chair or DCO. Whenever deemed necessary, the Committee can co-opt other members or invite other person(s) to attend the meeting(s).
