Sector Papers
The sustainable development of Abbottabad was dependent on reforms in the development planning process within a wide range of sectors. These sectors could best be identified by the people and stakeholders in the district. Hence, the ACS Public Consultation exercise was precisely aimed at identification of these priorities. Once these sustainable development priorities were identified by the people, both ACS Roundtable and Steering Committee further analyzed these priorities. Accordingly 17 priority sectors emerged for the ACS as under:

  3. Drinking water
  4. Energy
  5. Health and population
  6. Agriculture and horticulture
  7. Livestock and poultry
  8. Forests and watersheds
  9. Biodiversity, parks and protected areas
  10. Grazing lands and fodder reserves
  11. Wastewater and solid waste management
  12. Poverty Alleviation and enterprise development
  13. Gender and environment
  14. Ecotourism
  15. Culture
  16. Mining
  17. Fisheries
 

As part of the ACS document formulation, sector papers for all above priority areas were commissioned through independent consultants and reviewed by concerned stakeholders before finalization. These sector papers contain secondary information and an overview of the sector; present and past initiatives undertaken by different players; and lessons learnt through implementation of various initiatives. They also identify the key issues and provide guidelines for future development with respect to short, medium and long-term. The ACS sector papers are not the sectoral strategies of the ACS document; rather, they serve as building blocks to the integrated strategy document being produced separately that adequately addresses sectoral as well as thematic integration.

With respect to their thematic orientation, the ACS sector papers are grouped under Green, Brown and Socio-economic sectors.
